h) A player who received a blindside block with forceful contact not initiated with open hands.

“A great deal of time was spent by the committee creating specific criteria to define exactly what a defenseless player is,” Tharp said. “Coaches can use these examples to focus on the proper mechanics of blocking and tackling, and game officials now are able to use this expanded definition to focus on continued risk minimization of the players.”

Wow....so if the QB is in the act of throwing a pass, you can't hit him?? Does the previous rule cover the "10-Mississippi" before rushing the passer count?

I understand the quest for making things more safe on 16, 17, 18yr olds, - and I can go along with pretty much the rest of it - but that first part......

Keep in mind high school doesn't carry automatic ejection. Unless severe, same penalty minus the automatic first down as roughing the passer

As for the passer is just state's you can not launch or hit above the shoulders of a player passing. You can now have targeting on a play that is not roughing. Only difference would be no automatic first down

A,B, and maybe D are stupid and take away from the nature of the game. Not being able to hit a QB while passing or a receiver while catching relegates the game to tag.
